Evaluation of the Anambas Islands Regency Medium-Term Development Plan (RPJMD) for 2021-2026
With the end of the 2021-2026 Regional Medium-Term Development Plan (RPJMD) period for the Anambas Islands Regency, the Regional Development Planning Agency (Bappeda) of the Anambas Islands Regency intends to conduct a mid-term evaluation of the 2021-2026 Regional Medium-Term Development Plan (RPJMD) document. This evaluation document aims to identify mid-term achievements and obstacles in achieving the RPJMD so that recommendations can be made for the remainder of the current year. This document can also be used as material in the preparation of technocratic designs and preliminary studies to serve as the basis for the preparation of the Anambas Islands Regency RPJMD for the 2021-2025 period in accordance with the mandate of Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 86 of 2017.
In addition, the evaluation of the RPJMD achievements is intended to assess the direction of policies, priorities, and program performance targets in the plan year, taking into account the achievement of performance targets up to the current year. The results of the assessment are used as input in formulating development issues and priorities and targets for the RKPD plan year, with the aim of achieving the RPJMD performance targets at the end of the RPJMD period.
The evaluation of the 2021-2026 RPJMD for the Anambas Islands Regency aims to 1) evaluate regional development implementation during the 2021-2026 regional leadership period based on the achievement of the vision and mission; and 2) examine the level of achievement of regional development in the 2021-2026 RPJMD for the Anambas Islands Regency.
The regional development performance evaluation process consists of several stages, namely: (1) Determining the indicators to be used, (2) Gathering information and data on achievements through face-to-face meetings/coaching clinics using the provided table format, (3) Verification and exploration of data, (4) Analysis of achievement data, (5) Hierarchical integration of achievements with the regional Vision and Mission, (6) Formulation of Results and Recommendations.
The evaluation conducted on the Anambas Islands Regency RPJMD includes an evaluation of the achievement of the vision and mission, an evaluation of the achievement of macro policies, and an evaluation of the achievement of objectives and targets as well as programs in each area of government. Based on the results of the evaluation of the achievement of the vision “Anambas Islands as a Leading Maritime Regency that is Competitive, Advanced, and Has Good Character” in the mid-term evaluation, it shows a good achievement, namely 67.86% of indicators are green (on track). The missions with the best achievements are Mission 1 “Developing Competitive, Healthy and Resilient, Cultured and Virtuous Human Resources” and Mission 2 “Restoring and Developing an Environmentally Friendly People’s Economy Based on the Fisheries and Tourism Sectors” with 75% of indicators achieving green status.
The achievement of macro indicators that describe the overall condition of the region shows that three macro indicators are green, namely the Human Development Index, Open Unemployment Rate, and Non-Oil and Gas ADHK GRDP Growth. Meanwhile, there are still three macro indicators that are red, namely the Poverty Rate, 2010 Non-Oil and Gas GRDP per capita, and the Gini Index. The achievement of program indicators shows fairly good results. of the 227 program indicators, 107 program indicators (47.14%) are green, 10 program indicators (4.41%) are yellow, 31 program indicators (13.66%) are red, and 79 program indicators (34.80%) are gray.
The availability of data in evaluating local government performance has reached 65.20 percent of all required data, so performance measurement can be said to be far from the actual situation. This lack of data can cause bias because the unavailable data is crucial, such as data that is not available on mandatory government affairs. The unavailability of achievement data in each OPD of the Anambas Islands Regency local government is indicated by i) OPD personnel not knowing how to measure indicator variables, ii) changes in the organizational structure, and iii) high employee turnover.

Indonesia
