The North Kalimantan Provincial Government is one of the provinces that will hold simultaneous elections for the Governor and Deputy Governor. To realize regional development planning in accordance with the principles of sustainable development, the North Kalimantan Provincial Government is required to prepare and implement a Strategic Environmental Assessment (KLHS) in the preparation of the North Kalimantan Provincial Medium-Term Development Plan (RPJMD) for 2025-2045. The preparation and implementation of the KLHS RPJMD is based on the Minister of Home Affairs Regulation No. 7 of 2018 concerning the Preparation and Implementation of Strategic Environmental Assessments in the preparation of Regional Medium-Term Development Plans.

The purpose of the preparation and implementation of the KLHS RPJMD for North Kalimantan Province for 2025-2029 is to formulate the policy direction of the North Kalimantan Provincial Government for a period of 5 years to be achieved in the regional development targets and to ensure that the principles of sustainable development are used as the basis for the preparation of the RPJMD for North Kalimantan Province. Based on Article 3 of Permendagri Number 7 of 2018, it is stated that the preparation of the KLHS RPJMD is carried out through a mechanism consisting of: (1) Formation of a team to prepare the KLHS RPJMD; (2) Assessment of Sustainable Development; (3) Formulation of Sustainable Development scenarios; and (4) Quality assurance, documentation, and validation of the KLHS RPJMD.

Based on the analysis, the strategic development issues of the North Kalimantan Province RPJMD KLHS 2025-2029 consist of 6 issues, namely:

  1. Improving the quality and coverage of basic services
  2. Suboptimal management of border areas
  3. Potential for segregation and social conflict
  4. Suboptimal creation of added value in basic/leading economic sectors
  5. Threats of degradation and deforestation due to regional development and expansion plans
  6. Suboptimal implementation of ecologically-based policies and regulations

Based on Presidential Regulation No. 59 of 2017 concerning the Implementation of Sustainable Development Goals, there are 17 SDGs with 235 indicators that fall under provincial authority. Of these 235 indicators, an identification process was carried out to determine which indicators were relevant to the conditions in North Kalimantan Province. The identification process resulted in 18 indicators that were not relevant to North Kalimantan Province, so the indicators to be analyzed in this RPJMD KLHS are 217 indicators. The achievement of the North Kalimantan Province SDGs consists of:

  1. 111 indicators (51.15%) that have been implemented and have achieved the national target (SS);
  2. 54 indicators (24.88%) that have been implemented but have not yet achieved the national target (SB);
  3. no indicators that have not been implemented and have not yet achieved the target (BB); and
  4. 52 indicators (23.96%) for which there is no data (NA).
