The Regional Long-Term Development Plan, hereinafter referred to as RPJPD, is a regional planning document for a 20-year period. The Regional Long-Term Development Plan for Mesuji Regency for the years 2025-2045 is a planning document that contains the vision, mission, and direction of regional development and is an integral part of the National Development Planning System. Its preparation is carried out in a planned, phased, and systematic manner based on the conditions, potential, and projections in accordance with the needs of Mesuji Regency over a 20-year period.

The preparation of the Mesuji Regency RPJPD is intended to accommodate the interests of the community. Its preparation focuses on identifying and addressing strategic issues with dynamic targets, adjusting to the dynamics of change, and orienting towards anticipatory actions through technocratic, political, participatory, top-down, and bottom-up approaches, as well as holistic-thematic, integrative, and spatial approaches. The RPJPD is developed through a participatory process involving all development stakeholders, thereby ensuring that the plan represents a shared commitment and serves as a reference for sustainable regional development.

The development challenges in Mesuji Regency are:

  • Human resource development is still suboptimal,
  • Poverty remains an issue,
  • Relatively low economic growth,
  • Suboptimal increase in added value in the agricultural sector,
  • Poor linkage between strategic sectors,
  • Economic driver sectors, including cooperatives, MSMEs, and small and medium industries, are not yet optimal as the mainstay of community life
  • The Bureaucratic Reform Index is still low, (8) Regional competitiveness is relatively low,
  • Infrastructure development is not yet optimal.

The stages of development in Mesuji Regency are divided into four stages in accordance with the regional medium-term development periodization. The first stage of the 2025-2029 periodization carries the theme of Strengthening the Foundations of Mesuji Development, the second stage for the 2030-2034 period carries the theme of Accelerating the Equitable Transformation of Mesuji’s Development, the third stage for the 2035-2039 period carries the theme of Stabilizing the Performance of Mesuji’s Development, and the fourth stage for the 2040-2045 period carries the theme of Realizing Mesuji Regency as an advanced, prosperous, and sustainable agribusiness region.

The Mesuji Regency Long-Term Development Plan (RPJPD) 2025-2045 is a strategic document that serves as a guideline for regional development for the next 20 years. The successful implementation of this RPJPD requires the commitment and active participation of all development stakeholders.

Effective implementation guidelines are key to realizing the vision of Mesuji Regency 2045, which includes:

  • Consistency in planning and funding through the synchronization of the RPJPD with its derivative documents (RPJMD, RKPD) and the application of the Logical Framework principles
  • Optimization of funding schemes by considering mandatory spending and priority-based budgeting
  • Sustainable control through monitoring, evaluation, and risk management supported by an integrated electronic system
  • Adaptive change mechanisms to anticipate force majeure conditions and significant deviations
  • Participatory public communication with the principle of “no one left behind” to build a common understanding and increase community ownership

With the consistent implementation of these principles, it is hoped that the vision of Mesuji Regency 2045 can be realized through sustainable, inclusive, and competitive development.
