The technocratic draft of the RPJMD is a five-year planning document prepared by the regional government using a fully technocratic approach prior to the election of the regional head and deputy regional head, and must be completed no later than the appointment of the elected regional head and deputy regional head (Article 42 of Permendagri 86/2017). The Technocratic Draft RPJMD becomes campaign material in the regional head election process. In order for the vision, mission, and work program of regional head candidates participating in the regional head election to be relevant to regional conditions and needs and to maintain regional development continuity, this Technocratic Draft RPJMD is prepared to serve as one of the materials for these regional head candidates. Thus, this Technocratic Draft can be submitted to the General Election Commission before the registration of candidates for the Regional Head Election.

In this regard, the City of Bogor is preparing the Technocratic Draft of the 2025-2029 RPJMD for the City of Bogor, which contains data and information on regional development performance achievements, as well as recommendations by technocrats for the next five (5) years of development planning. The Technocratic Draft of the 2025-2029 Bogor City RPJMD serves as input for the preparation of the 2025-2029 Bogor City RPJMD and as a reference for regional head candidates in formulating their vision, mission, and priority programs.

The purpose of this activity is to prepare a Technocratic Draft of the Bogor City RPJMD for 2025-2029. Meanwhile, the objectives of this activity are: a) To analyze the existing conditions and potential of the region; b) To evaluate the achievements of the Bogor City RPJMD for 2019-2024; c) To analyze the financial condition of the Bogor City region from 2019-2024 and to prepare financial projections for the Bogor City region for 2025-2029; d) To analyze and formulate the problems and strategic issues facing the Bogor City region.

The Technocratic Draft of the 2025-2029 Bogor City RPJMD was prepared using an empirical technocratic approach and analysis based on a scientific framework. This document is expected to serve as the main guideline in preparing a more comprehensive and detailed 2025-2029 Bogor City RPJMD. Furthermore, the drafted Technocratic RPJMD of Bogor City for 2025-2029 will be immediately coordinated with the Regional Election Commission (KPUD) of Bogor City to support the implementation of the 2024 regional elections. The support provided will be in the form of relevant data and information, as well as recommendations for the development of Bogor City for the next five (5) years.

The Recommendations section outlines the framework for each section that forms the basis for national and provincial policy formulation. The Recommendations explain the priority framework for the five-year planning period of the 2025-2029 RPJMD. These priority recommendations are the result of analysis involving regional officials and technocratic interpretation. The recommendations in the Performance Series section explain a number of key targets that may be achieved by 2029. The performance series formulation is based on considerations of the Vision Targets and Main Development Indicators (IUP) of the 2025-2045 National RPJMN, the Vision Targets and IUP of the 2025-2045 West Java Provincial RPJPD, and the Vision Targets and IUP of the 2025-2045 Bogor Regency RPJPD. In this case, the targets to be achieved are as follows: These are the achievement targets described in each of the planning documents. Bogor Regency carries the vision of “A Creative, Advanced, and Sustainable City of Science.” The Priority Recommendations section discusses development within the framework of long-term development and priority work recommendations. The Regional Development Direction section discusses the National Perspective, Provincial Perspective, Greater Jakarta Agglomeration Perspective, and Bogor City Perspective.
