Roadmap for Accelerating Agricultural Development in North Bolaang Mongondow Regency for 2025-2045

North Bolaang Mongondow Regency, North Sulawesi Province, is one of the regencies that has made agriculture its leading sector in developing the regional economy.  Integrated agricultural development is an effort to realize sustainable agriculture. Agricultural activities will be sustainable if the management of resources for agricultural businesses succeeds in meeting the ever-changing needs of humans, while at the same time maintaining or improving the quality of the environment and conserving natural resources. The characteristics of the land to be used for integrated agricultural development need to be identified in order to evaluate its suitability for the agricultural commodities to be developed.  If the available land resources are suitable for the commodities to be developed, it is then necessary to analyze the commodity market and the basic needs of the community. The analysis of decent living requirements is carried out to determine the financial feasibility of the leading integrated agricultural businesses to be developed. Based on these conditions and to realize the vision of regional development, it is necessary to prepare a roadmap for accelerating agricultural development from 2025 to 2045 as a guideline for developing the agricultural sector in the future.

The objectives of this activity are:

  1. To identify agricultural patterns that are considered suitable for development in the study location, in accordance with the results of the study on potential and problems, existing primary and supporting commodities, land characteristics, and a review of regional policies that support agricultural development in North Bolaang Mongondow Regency.
  2. To formulate appropriate and necessary policy directions for agricultural development in North Bolaang Mongondow Regency, accompanied by indicative programs based on priorities for the five-year period from 2025 to 2045.
  3. Developing a concept for the development of an integrated agricultural center in North Bolaang Mongondow Regency, which is prioritized in efforts to equalize agricultural development in a broad sense as a business activity to increase the added value of primary products produced.
  4. Identifying integrated agricultural centers and priorities.

The implementation method for the “2024-2045 Integrated Agricultural Development Acceleration Plan in North Bolaang Mongondow Regency” requires several activities, such as: 1) Field Surveys; 2) Data Analysis; 3) Report Compilation; and 4) Presentation and Socialization.

The existing conditions in North Bolaang Mongondow Regency show that the area of food crop land is around 22,391 hectares, which includes rice fields and fields. The main commodities are rice, corn, and tubers. The area of plantation land is approximately 14,434 hectares, with the main products being coconut, cloves, and nutmeg, bringing the total area of land used for agriculture to 36,825 hectares. This condition is also supported by agricultural infrastructure that includes various facilities to increase the productivity of the agricultural sector, such as water sources and irrigation networks as well as supporting infrastructure in the form of farm roads. However, the average land productivity is still below 4.9 tons/ha. When viewed based on the LQ value, there are several commodities that are said to be concentrated or have a comparative advantage in certain locations. These commodities are: (1) paddy rice in Sangkub, Bintauna, West Bolangitang, and Pinogaluman subdistricts; (2) upland rice in Bintauna and East Bolangitang subdistricts; (3) corn in East Bolangitang and Kaidipang subdistricts; (4) cassava in Bintauna and Pinogaluman subdistricts; (5) sweet potatoes in Bintauna subdistrict; (6) peanuts in Bintauna, West Bolangitang, and Kaidipang subdistricts; and (7) mung beans in Bintauna and Kaidipang subdistricts.

Based on the results of the 2024 P4W-IPB study, the agricultural potential that has been extensively developed is food crops, horticulture, and livestock farming, which are spread across six subdistricts. Agricultural development in North Bolaang Mongondow Regency is based on areas with a focus on developing leading commodities along with complementary commodities. The potential for agricultural development in North Bolaang Mongondow Regency is centered on three development areas, namely 1) Food Crop Development Area in Bintauna and Sangkub Districts, with an area of approximately 14,171 hectares with rice paddies as the leading commodity and upland rice and horticulture as supporting commodities; 2) The Horticulture Development Area in Kaidipang District and Pinogaluma District, covering an area of 9,726 hectares, with horticulture as the leading commodity and upland rice and corn as supporting commodities; 3) Cattle Farming Development Area in Bolaangitang Timur and Bolaangitang Barat subdistricts with an area of approximately 12,926 hectares, with cattle farming as the main commodity and upland rice and corn as supporting commodities.

The agricultural development indicators are used as a measuring tool to evaluate progress, identify challenges, and determine strategic steps in agricultural development. Several indicators have been established, namely Productivity, Farmer Welfare, Agricultural Commodity Exports, Environmental Sustainability, and Farmer Income.

In order to support the achievement of the objectives, goals, and targets of integrated agricultural area development indicators in North Bolaang Mongondow Regency, there are several general policy directives that can be implemented, namely 1) Policy on the Development of Food Crop Seed Centers (rice); 2) Policy on Agricultural Infrastructure Development; 3) Policy on Agricultural Economic Institutional Development.

This document also outlines the Implementation Stages of the North Bolaang Mongondow Regency Agricultural Development Acceleration Strategy, including 1) Stage I: Foundation and Infrastructure Development (2024-2030); 2) Stage II: Integration and Modernization (2031-2037); 3) Phase III: Expansion, Sustainability, and Export (2038-2045); 4) Expected Results at the End of the Phase (2045).
