Technocratic Design of the Mesuji Regency Medium-Term Development Plan (RPJMD) for 2025-2029

The RPJMD technocratic draft is a five-year planning document prepared by local governments using a technocratic approach prior to the election of regional heads and deputy heads. This draft must be completed no later than the appointment of the elected regional heads and deputy heads. The RPJMD elaborates on the RPJPD policy direction with a development theme for each period. The central government, through the Minister of Home Affairs Letter 000.8.2.2/4075/Bangda, requires local governments to prepare a Technocratic Draft RPJMD for 2025-2029 that contains data and information on regional development performance achievements, as well as recommendations by technocrats for the next five-year development plan.

The 2025-2029 RPJMD is aimed at supporting the achievement of Mesuji Regency’s development goals in realizing equitable community welfare by placing people as the object and subject of development. The preparation of the Technocratic Draft of the Mesuji Regency RPJMD certainly takes into account other documents such as the Strategic Environmental Assessment (KLHS) of the RPJMD and the results of the evaluation of the previous period’s Mesuji Regency RPJMD, as well as the Mesuji Regency Spatial Plan document. These documents are taken into consideration in the preparation of the Technocratic Draft of the 2025-2029 Mesuji Regency RPJMD. The things that must be considered in the KLHS RPJMD are sustainable development goals, environmental carrying capacity and capacity, strategic issues, and KLHS recommendations. Reviewing the KLHS RPJMD is important to ensure that sustainable development has become the basis for development. Through this review, it is hoped that the Technocratic Draft RPJMD document has integrated the principles of sustainable development, especially during the process of compiling problems and strategic issues and formulating policy recommendations.

The objectives of preparing the Technocratic Draft of the Mesuji Regency RPJMD for 2025-2029 include: 1) The Technocratic Draft of the Mesuji Regency RPJMD for 2025-2029 will serve as a reference in preparing the vision, mission, and priority programs of regional head candidates who will participate in the 2024 regional elections; 2) To serve as the basis for the preparation of the Initial Draft to the Final Draft of the RPJMD.

The Technocratic Draft of the 2025-2029 RPJMD for Mesuji Regency was prepared within a technocratic framework, using empirical data and analysis based on scientific thinking. It is hoped that the Technocratic Draft of the RPJMD for Mesuji Regency will serve as a reference in the preparation of the 2025-2029 RPJMD. Furthermore, the Technocratic Draft of the 2025-2029 RPJMD that has been prepared will be immediately coordinated with the KPUD as a form of support from the Regional Government in the implementation of the 2024 Regional Elections, especially in relation to the provision of data and information, as well as recommendations for regional development for the next 5 (five) years.

The structure of the Mesuji Regency RPJMD Technocratic Draft for 2025-2029 is as follows: 1) Introduction; 2) Overview of Regional Conditions; 3) Overview of Regional Finances; 4) Regional Problems and Strategic Issues; 5) Policy Recommendations; and 6) Conclusion.
